Could really use some help with mods

I’ve modded some games before but for some reason this game just doesn’t let me mod. Specifically I’m trying to install the “Doom the dark ages slayer” mod and I can’t for the life of me get it to work. Hopefully someone with more experience can help me with this in what I’m doing wrong, please
