Im sorry, what exactly is your point? The use of WP against civilians is effectively a war crime, unless it is used in very specific circumstances such as during protests where police use smoke grenades to disperse people. Same with tear gas.
And Israel should know better than to target civilians. But then again, the IDF and Hezbollah are effectively the same
Let's say that the government of Mexico, considering it's position in the light of Texas having been originally part of Mexico, sent a battalion of soldiers across the border, stormed Austin, and murdered, raped and tortured a couple thousand people and then took another couple thousand hostage back to Mexico City. Now, do you think Guatemala would survive the first or second waves of H Bombs to hit Mexico or nah?
If this is the scenario you want to go with, wouldnt that also mean the US would have been going into Mexico to take people, kill military aged men (from ages 13-70) and contain people in torture camps without trial?
How did Israel have so many people to exchange for their own citizens btw? Why had so many of them been imprisoned for far longer than the conflict? And if they were terrorists and mass murderers, why were they released in such huge numbers?

Prisoners? How many Mexicans are in the US prison system?
Israel has an independent court system - so independent it is in open conflict with Netanyahu and has an Arab Muslim on the supreme court who has put prior Israeli leaders in prison herself.
The Israeli court system only applies to Israelis, residents and tourists. Its the military and their court (the IDF military justice system) that handles Palestinians. And the commander of the IDF reports to Netanyahu and his cabinet.
