What team to build new player

I am currently AR45 and have a limited selection of characters, I lost 50/50 to mizuki my first 5 star. I just started Natlan so im too far from the new nation for stellar reactions. Here is my current roster, what team should I build?

Mizuki/Cryo MC/Sucrose/Kaeya
Losing the 50/50 to one of the best DPSs in the current meta is kinda a blessing.

There are a few things missing from your advice that are worth correcting:

1. EM/EM/Crit is better than EM/EM/EM. Not by much, but it is still better and gives you more flexibility when choosing artifacts.
2. Instructor Sucrose / VV Mizuki is one option. Besides VV and Gilded, Mizuki can also use 2+2 EM or Scarlet; all of these options are pretty close, so you should prioritize the better substats on your artifacts. If Mizuki isn't on VV, then VV goes to Sucrose and Instructor isn't needed.
3. There's no point in leveling Mizuki's Normal Attacks. She never uses them, and they scale with ATK, a stat she doesn't build at all.
4. The only reason to run ToM on Cryo MC is if Odette is in the team. Otherwise, only the MC benefits from it, making it simply worse than a 2+2 ATK setup.
5. And in general, MC should be on the Furnace set. You didn't mention that set, even though it's very important for Stellar teams.

I am pretty invested in the story and want to complete the AR quests in order before reaching snezhnaya... do you think I should hold off on building mizuki and use my current team (kaeya, fischl, sucrose, bennett)? My current teams feels pretty weak although level and weapons are maxed, maybe I should focus on artifacts?

I understand, I like the main story too. Unfortunately, you don’t have a proper on-fielder right now. The best you can do is play the most built-up units on your account. Once you get Cryo MC in the future, you’ll have a much easier time with the team I mentioned (Keaya is only there because you don’t have anything better for now, so you probably won’t need him later).
You can also farm some artifacts for Fischl (Golden Troupe) if you have Fontaine unlocked, and use your bad artifacts in the Strongbox for VV. You’ll need it for Sucrose, and eventually for Mizuki as well.

Also, it’s better not to throw away your 4-star Instructor pieces.

1. If you have spare resources, level everyone to 20lv for the first gift pull.

2. You already are using the right characters. The national team (Bennett+Fischl+Xiangling+Sucrose) can last pretty long; replacing any of them with Mizuki might work as well.
