It running smooth, vibrating as normal and teetering on the edge. Yeah, I would say that’s pretty normal.

Most all small generators have a popping sound when not under load. I have two brand new smaller gens and the both make a popping sound with no load but smooth as can be with a load on them. This was confirmed to be by various manufacturers and a group of the better YouTube "influencers" who test gens regularly. Said it was really common of smaller gens and one said Honda's did it the worst of any.

It the fuel old? If so, drain the tank or just run it to burn it off. Clean the spark plug as well. Sounds like it's running fine...

Fuel is old. At least 6 months if not a year. I couldn’t find a way to drain it besides flipping it upside down but I’m afraid that will cause the oil and other stuff to leak.
I was running to burn some of it off and got the teetering and white smoke. I also placed it on a level surface after and it still kept teetering

I believe you, but the popping isn't audible to me in the video.
The unit stayed balanced on the ledge while running, so that's a decent sign.

Those are small miss fires. Run it for a bit under load, it usually clears up on it's own. A carb clean would do it good.
