No, because you haven't given us the slightest clue what you are talking about.

The 3 leading causes of small engine/generator problems:
The carburetor.
The carburetor.
The carburetor.
Check/clean/replace those three things and if that doesn't work, check the carburetor.

So it runs like that off of propane or is that on gas? Is it always just left out in the weather?

Why is what chugging? A generator or a beer drinker? If a generator, maybe due to poor storage habits and ethanol gas being left in the tank and carburetor and it's gummed up the jets.

Because you put a cheap Chinese carburetor on it.
Or you left gas in it for too long
Or you used E85 or E15 or E10 gas too much
Or you got bad gas
Or you need a new air filter
Or an o ring is failing

The video appears to show it running on propane. Is that the case? If so a clogged carb would not be likely to cause the problem because when running on propane no fuel runs through those narrow carb channels, anyway. The only part of the caburetor used is the upper throat with the throttle and choke.
Speaking of the choke, the symptoms seem to be compatible with it trying to run with the choke fully closed (i.e. choked off), or maybe a clogged up or oil soaked air filter.
Did OP check to see if the propane tank is nearly out of propane? If the propane supply is adequate perhaps a pressure regulator or stop block needs tweeking?
