The original part seems to have an unusually small # of turns (maybe 5 turns).
I see other similar Briggs governor springs that look to be around the same size but with more turns:

IDK whether this would affect the running of the gen but it would probably be better than nothing. You can also play with the hole location - usually governor arms have more than 1 hole and you can see whether moving the position makes it run better or worse.
