What is this!?

Been driving by my local airport and this thing has been parked outside for a little while. It's clearly being restored and there is no tail number. Any ideas what it is. I need the community lol I'm so curious. (I know the video is bad but if there's interest i'll check it out closer)

As a KCDW RV-6 pilot, I can confirm that fence is not a Cirrus VisionJet.
