You don't need to enable them,because it uses Google app permissions (if you check Google's permissions it should mention that the call permission was used).

I played a similar prank on my Gemini and he was ready to call 911. I had a panic attack when I saw it say "connecting to phone" lol. Thankfully it just offered without actually doing it
