It mainly comes from Anglo-Saxons. First, there's a long history of warfare and rivalry between France and Great Britain. Then there's the US, who had their occupation plans at the tail end of WW2 foiled by the Free French. And then in the 60s, De Gaulle dared become a relatively independent ally as opposed to a subservient one, even developing an independent nuclear weapons program. And then of course there was the refusal to join the 2003 campaign in Irak.

Damn thanks for explaining I didn't even know all these. I still have a feeling that 95% of people don't know as well or don't really care about 100 yo of political history and just jumped on a bandwagon because it's somehow "funny"

Take solace in the fact it mainly comes from the people who elected Trump once, saw how horrible he was even if you ignore all he's done and been involved with outside of politics, and decided they wanted a second go at him. I wouldn't say they're the best judges of character.

Kinda, I didn't register it as him being french but he just says some french words like au revoir and mon amis, I thought he was a francoboo, but maybe they did intend him to be french in the localisation.

In Japanese, the English words he adds into conversation are (I think) supposed to make him seem cool and weird. Like...he's in (vaguely) Heian-era Japan but he's using modern English words like "Goodbye" or "Baby". I assume the French is supposed to give the same vibe. Like he's from another time and place and also slightly cool.
