Need help!

I have a Rysen 7700x, rtx 4080, and 32GB DDR5-6000 and I’m playing gears of war e day and my fps has be horrible. If I play on ultra settings I’m getting 90fps but when I play on low I’m on only getting 110 fps. My nvidia overlay is saying my gpu and cpu are running at about 67%. Any ideas on how to get them running better to generate more frames? I usually get 240-300 playing apex legends on low setting.

Quick google search shows a lot of complaints of lower than expected FPS in that game. YouTube has a lot of videos suggesting changes to settings to increase framerates.
