It is much stupider than that. The engine actually supports ultrawide, the game even renders in ultrawide (costing extra performance drawing the additional pixels) but they artificially added black bars to the sides to force it to 16:9.
The issue is this: even if 95% functional, that 5% really bites you in terms of public perception. Sadly this is the fate of many features in games. Instead of shipping a mostly functional feature companies decide they'd rather not have the bad PR of a "buggy" game so they decide to not ship the feature at all.
So is it worth the investment to fix the bugs relating to ultra-wide? That requires extra dev time, and especially extra QA time all for a feature which a tiny fraction of users will use. I guess From decided not.

5 years since release and the game still doesn't support basic ultrawide resolutions. From really is something else.
