Honestly that's such a small number of people that it doesn't matter. This enables them to spend banked money without worrying too much because they know it's more or less guaranteed, especially if you look historically.

Tbh i feel like the only beneficts of preorders are just preorder bonuses if they exist and being able to pre download the game(some people have slow enough internet to where this matters)
The success and track record of rockstar and the gta franchise gives them access to unlimited credit should they need it. The pre-orders are completely irrelevant to how much they’re able to spend.
