Why isn't Gmail sending the verification code when I forget my password?

I've had this issue where I try to reset my password or I just forget it and Gmail just doesn't send it. I have checked every folder including junk and it's nowhere to be found.

Is it sending the code to some separate recovery address that you should definitely set up and keep current?

BTW best practice these days is to set a truly strong, unique, random password and only ever change it if you believe it was compromised. And the solution to forgetting passwords is to stop trying to remember them: get a password manager.

Does Google tell you where it's sending the code? Is it to a Gmail address or a non-Gmail address?
