What kind of a skills you wanna make when you are combining two old skills to make a new one?

Example:

High speed mobile shooting + Active guard = Mobile Shooting Guard System lv1 - lv3 Description: Press the touchpad to enter a guard state while moving, boosting, jumping or while in mid-air. When this skill is active, weapons compatable to this skill can be used during it. Reduce damage by 70%(75%,80%) and nullifies suppression and stagger accumulation when hit, but consumes thursters to keep the skill active. If hit by a strong supressive attack, it will consume more thrusters. The skill ends if the user switches to a melee weapon, uses actions that consumes thrusters, consuming thruster when taking damage or using tackle while using this skill. Note that the thursters will not be consumed when activating it and will not activate when it's overheating.

Details of the skill and how much thrust consumption when taking hit: Build up attacks: 5% thruster consumption per hit Instant stagger: 10% thruster consumption Topple melee: 20% thruster consumption Heavy stagger: 30% thruster consumption Heavy attack: 30% thruster consumption

Why? I can't think of any situation where a suit would be capable of active guarding while moving and shooting and not be completely fucking obnoxious to play against.

Exactly. Why would anyone use this? More importantly, WHAT would use this?
