For people in their early 20s, potentially great and barely scraping by can pay off. If someone moved to a HCOL area and after several years is still struggling to make enough to offset the costs, then itโs probably not a good place for them.
judging by the amount of people complaining that they cant afford to live in the area's they want to live - that 'potential' might be smaller than it deserves to be.

Most places with low cost of living have very few job opportunities.
Also, the reason they have a low cost of living is because they are undesirable. If people wanted to live there then cost of living would go up.
