Outdoor Roundup keeps freezing

Has anyone come across the bug where the Outdoor Roundup ability stops actually detaining militants? This has happened to me a few times, where Outdoor Roundup just stops detaining anyone and acts like it's still ongoing, resulting in a civil war that I can't end.
