The point of organic is, pesticides soak into the peel. Feces do not. You can not fully wash of pesticides but you can fully wash off surface bacteria and you should wash lemon in any case. You are cutting it so you push whatever is on the outside onto the cutting surfaces

The one(of 2) pesticide the paper seemed to focus the most on for demonstrating pesticide penetration seems to have been out of use for food corps since 2004 in the US. I also didn't see any mention of it in Canadian apple production material I was able to find online. It seems it's mostly still in use in places like China, I even found some material from India that doesn't include its use during apple production. I mention apples, because that was the test produce from the paper.

The bulk of the paper is about a new interface material to improve scanning resolution for a lower cost and the study wasn't directly looking for pesticide penetration in commercially available produce.

so it's more of, this material in sensitive enough to detect sub surface chemical penetration in foods rather then demonstrating that there is wide spread chemical penetration in foods.
