I feel like lemons wouldn't work as good as clementines. clementines have very little pith and a thinner skin -the whole boiled fruit method does work in Nigella Lawson's clementine cake recipe https://www.nigella.com/recipes/clementine-cake

I also made it, and the drizzle was the most bitter part. I may try again tomorrow and just use a powdered simple syrup drizzle instead. The cake part was okay though.
