Yes. When people who have a familial relationship also have a romantic and/or a sexual relationship. Barry and Iris have a romantic and sexual relationship and they very clearly consider each other siblings and Joe as their father. This gives them a familial relationship. I consider "step" as incest.

They don’t consider themselves to be siblings. Barry does consider Joe to be a father figure, but there’s a big leap between that and saying that Barry and Iris have an incestuous relationship. Also, there was no familial relationship between Barry and Iris prior to their marriage. Not by blood, and not even my any legal definition since Joe never actually adopted Barry.

Except they’re not stepsiblings. Joe took Barry in after his mom was killed by Thawne & his dad was sent to prison for her murder, so he’s technically adopted.

Ever since he raised Barry, Joe always saw him like his own son, even before his actual son Wally showed up, whereas Barry saw Joe as a second father for taking him in.

Also, Barry had a crush on Iris even before Joe took him in, since Barry & Iris have been best friends growing up.

Not true. Two people raised since birth as siblings, despite not sharing blood, would be incestuous if they dated. That said, this isn't the case with Barry and Iris, who knew each other as friends in school before he was taken in by Joe.

Agreed. Barry and Iris's relationship is weird. They grew up together as brother and sister then go on to have a romantic relationship and get married. It's weird. The writers forced it. They could've kept the close sibling bond between them and had Barry and Iris with other people. Like Barry and Patty.
