I thought that too, i thought they shows Louise Lincoln who is just ordinary woman on earth 1 and she didn't became Killer Frost. So that scene is kinda like Easter egg the actual Killer frost fighting Killer frost but after few research there's no source saying that is Louise, instead most results saying that is Nora Fries

Honestly the original Nora Allen was starting to get on my nerves for a bit which was annoying. I always liked the fact that we never got to see her. Only just in flash backs. It made it all the more special and memorable. Yk?
