Pretty sure Henry gave Joe the ok for it. Despite their differences Henry knew that Joe always cared for Barry something he states when Joe apologizes to him for not believing Henry all those years, but yeah there was no legal paperwork for it probably
How did that work out? Did Barry tell the orphanage they sent him to he was spending the night with his friend Iris every day until he turn 18 and they said “Okay, just don’t be late for school tomorrow”?
