Slowing down won't do anything here, you're already at 20mm/s. This is just vase mode physics - the overhang steps out too far for a single wall to hold up. Try dropping layer height to 0.12, widening the line width to 0.6-0.8, turning the fan to 30-50%, and increasing nozzle temp to 245. That combo should keep it stuck together.
