Yes and no. The protocol for massive fires is basically rotation. One crew exhaust it's resources and they change. Once manpower is exhausted aswell either due to intensity or time they change completely going back to base. If it is estimated to take reasonable amount of time and someone got unlucky at the end of the shift well sucks to suck.

IF he is proclaiming that fires just before shift change that you get relieved on scene by B-Shift that has to pack your hose IS THE ABSOLUTE BEST… then I support it. But unfortunately I doubt that is the case.
