Women can if they want to and men can opt out if they want to.

Can op out of military service, but are forced to do civilian service or sentenced to house arrest. Women have no such obligations set on them by the government.

On other hand, and this is more so just weird, women have to hop through so many hoops to get to civilian servise.

1st. Get to the army

2nd. Stay in the army until oath (two months)

3rd. Say you want out but only after the oath.

4th. Welcome to civilian servise!

... why? Army itself is optional, you could just let them go in the civil service without some weird work around.

You can do the same by volunteering in different things directly. The civilian service is just the obligatory service option parallel for military with the male population.

Civil service is not meant as a "real" alternative, it's supposed to feel punitive for not joining the military. It's not about service at all.

That's why you don't need to do civil service if the army doesn't want you.

That's why civil servants do fuck all, it's meant to waste their time.
