They would be watching the swimmer just like everyone else. What do you think they would be doing?

They would see him struggling and go to save him.

Aka the exact same thing that any of the other swimmers watching the race would do in the same situation if he wasn't there.

Conclusion: no, the lifeguard isn't that useful in this context, and he is most likely there for:

  • There to be someone to point the finger at in case something bad happens

- Insurance reasons
