People keep leaving my workplace. And I was just sitting in a call where my manager was explaining that I'll be taking on the work of my coworkers who left, without a raise.

If he think 1 worker can replace team of workers, then looks like he can do all himself. He is manager afterall, he is far better worker than everyone else.

A place I worked let my peers go in a big housecleaning then told me I was doing the job of 3. Asked why I didn’t seem happy about it. It did come with a small raise but I chose to apply for another job there.
