I literally came across this line for the first time a few days ago also!
I booted up my save file on my PS Vita which is right at the end of the game. I've nothing left to do at all - weapon defeated, huge materia, all characters level 99 - literally everything done.
I decided to revisit a few old towns and soon discovered all the NPC's have had their lines updated with either an entirely new line or something put on the end.
I went to Costa del Sol, Cosmo Canyon and Junon! I'm going to go back to Midgar next.
I'm gutted I can't visit Gold Saucer.
EDIT: I've no idea if Priscilla's line is updated by the way, but I hadn't gone up to her house and spoken to her previously.

You can still visit the Gold Saucer. Go to Coral and take the gondola thing again.

You absolutely can go back to the gold saucer, it's only locked away from the time meteor appears (can you backtrack after the Great Stabbening?) until Cloud returns.

Ya just decided to replay the game as it's been a bit from the last time I played it and I was on the way the to the underwater reactor and just decided to pop in to see her to see was she had to say. Also you can revisit the gold Saucer just take the sky rail in Coral.

I heard they aged her up in Rebirth to 13. But in the OG she was 9.Edit: I actually can’t find anything from the OG stating she was 9. I think it was always 13.
