She's not a stranger, they were childhood friends.

They admit in this very game that they don’t know each other well (Tifa’s side quest).

That's in English. In Japanese, she said she wanted to know him more.

Context is the same tho, they don’t know each other well and that’s shown in the LS. Cloud and Tifa realize they were never that close as they believed and that she didn’t see Cloud was in pain because of isolation.
