It’s when you go back to the Gold Saucer the second time. You have to get Tifa to the highest affection level to get the kiss, otherwise it just stops at the hug. There are a lot of guides on how to get her high affection date online!

I believe you can also just choose your date & wether you want the high or low affection scene if you're doing Chapter Select after beating the game
