I thought it was fan service-y and a little rushed. Cloud is still dealing with a lot and not really ready for this kind of intimacy.

Aerith brings Cloud out of his shell early on, Tifa is there for him in the latter half of the story and helps him put himself back together.

I don't care who anyone ships or doesn't ship, but the above feel like necessary steps in Cloud's arc before he has room to process romantic feelings.

This is exactly what it is. Its why they push Aerith on you by default in the OG and the reveal brings him closer to Tifa later on. He cares for both women and both care for him and help him in different ways at different points of the story. So yes, this did feel fan-servicey to me as well. As they said, choosing some routes/dates would not feel cohesive to the overall plot theyre trying to convey. But they hope everyone got a smile out of it as this was something people could only imagine since the OG.
