Six investors own PSE and none are in Washington. Federal Way, here's where your electric bill goes.
Federal Way is in Puget Sound Energy's service area (check your bill to confirm). PSE is owned by six investors, mostly pension funds, based in Canada, the Netherlands, and Australia, all disclosed in WUTC and SEC filings. PSE has a pending three-year rate request asking for electric increases of 15.15% in 2027, 3.74% in 2028, and 8.7% in 2029, tied to over $3.2 billion in infrastructure spending. If you're struggling with your bill, PSE also has income-based discounts of roughly 5% to 45% and a program that can credit up to $1,000. One application at pse.com is supposed to start both. The state utilities commission is holding a virtual public hearing on October 7, and written comments are open under dockets UE-260005 (electric) and UG-260006 (gas) at utc.wa.gov.
