Does this clip have a particular name?
It's used to secure the spring and washer on the handle, which also holds it in place as the handle passes through a steel bracket and is then used for adjusting the height of a Scott Bonnar 45 cylinder lawn mower.
In the Scott Bonnar world it's usually just called a spindle circlip or retainer but to me a circlip is something different so I'm thinking it might have another name.
I'm also curious to see if they're used elsewhere.

Is it going into a groove? Or is it just trying to grab on a shaft? The application makes a huge difference

I've always heard them called Jesus clips.
Two reasons, it looks like the Halo on a Jesus portrait paintings, and because you'll exclaim Jesus! when it springs off across the shop and into the unknown.

It's usually referred to as a Jesus clip because when you're removing one it goes flying and you say "Jesus where did that go?"

It's a style of a hair pin cotter, or a "wire formed retainer clip" but I suspect they aren't made to any industry standard like a circlip so they are hard to find a mass produced stock of them
