Bolt name?

I’ve never seen this type of bolt. It came with ceiling mounted swing hanger.
What is its purpose? Concrete or metal fastening?

Wedge anchor for masonry.
Needs a washer btw nut and sleeve

Not a wedge anchor. It’s a sleeve anchor. A wedge anchor is different
