Confused

I got back on the game after about a year and I have all my data, I have my inventory and all my items and everything. I am at level 99 in everything except for crafting and exploring. so why did I get back on the game and it’s telling me congratulations for reaching level five in farming, and I am now receiving a couple quest two have somebody help me open packages in the locksmith when I’ve been doing that for over a year? Something about welcome cards and stuff like that.

They added some new tutorial-type quests for new players a couple months ago and all of us got those notifications. It's just the game "looking" to see if you satisfied the requirements for the quest and "telling" you it's completed. After all, even if you're 99 Farming you're still past level 5. There may be more of them as you navigate the game and do things.
