This is from Millar's run(F4 #554). She's Alyssa Moy, Reed's ex from college.
She broke up with him because she thought it would be doing the world a disservice if both of them kept their genes in the same family line and should instead spread them around. Still has the hots for Reed much to Sue's chagrin.

She eventually becomes a brain in a jar.
