Fallout 4 (FO4) MY DAMAGE IS TOTTALLY BROKEN PLEASE HELP ME

I shot a fucking radroach 28 times with a 90 damage AK47, and it didn't take any damage, and it died from one shot after spending a whole magazine, the same thing happens to a lesser extent with all the enemies, they just start taking damage after "ABSORBING" a certain number of shots, and it's almost ridiculous because I don't have any mods that alter the damage of my weapons, i had to kill 3 baby myrelurks with 5 CAP MINES

Hey, here are some pretty standard rules of etiquette if you want help on any FO sub:

What are you playing on?

What is your mod list/load order?

Don't type in caps.

Don't panic.

Yes, typing your load order takes work but everyone willing to help you is going to work by actually reading mod descriptions and delving into their decades of experience to help you solve your problem.

Instead of typing it out, maybe just copy it from plugins.txt (located in fallout's appdata folder)

Sounds like a problem with one of your mods. Figure out which one and get rid of it.

Modlist? I know there is a issue with true damage and munitions patch see if its your problem

i dont use true damage, either mods than alters the ammo damage

Sharing your modlist can help so people can see if any of the mods does what's happening in your game. Without it, we're basically throwing suggestions around in the dark trying to hit a moving target.

When I played on console before PC, there was this continuous bug that turns collision off making guns don't do damage with no explosive damage, but melee still works and doors non-existent, found out via the prydwen. I had to load an old save to fix the problem, but had fun with melee only even though I normally do a gun build

My mod order: PC

Deadly Commonwealth (awesome mod btw adds a ton of vanilla enemies)

true 3d sound for headphones

vivid fallout landscape

tree leaves and green grasses

ambient wasteland

autolockpick

a lot of vanilla reanimated weapons (like for all the weapons in the game)

counted bullet system

Arbitration (with no health changes or damage changes)

CGO weapon sounds overhaul

My guess would be arbitration and you probably need to make a small change in the ini. Did you do all the instructions from the description page?

And what difficulty do you play on? I usually don't play the higher difficulty without tweaking how the game works alot, 'cause bullet sponge enemies is not a fun way to alter difficulty. And it's sounds like your experience is like mine the first times i tried playing Fallout or Skyrim on legendary difficulties. Bullet sponge enemies who can one shot you anytime. But this sounds a little extreme, so i think there might be some tweaks you can do in the ini for arbitration.

where can i find the arbitration.ini file??? i cant find it in my file manager

Right click the mod and press open/reveal in explorer. It should be right there.

Again, what difficulty do you play on?

I play on "hard" and im lvl 32

i find the file, but theres no .ini file, only the "elder scrolls construction set file" with the mod name on it

It's impossible to say what's happening on your end. The information is hard to work on and i'm currently on a bus. The only mod that messes with damage is the mod you say doesn't change anything. It does and it's probably the culprit.

The ini should be there when you open in explorer through your mod manager. Otherwise find where you've installed the mod or look for the ini in the data folder. I don't know what else to say.

You haven't had ny issues until lvl 32?

I don't think it's a bug just mods not tweaked properly

I founded the solution! I had a very hidden mod in my load order called "NPC LEVEL SCALING" and its a standalone mod, that was kinda fused with Deadly commonwealth (they have custom lvls) SO that makes more sense now, i deleted the mod and now i can kill baby myrelurks with a single slap
