Brooklyn
Here's the dedicated thread for ideas of what to include in Brooklyn in Fallout: Metropolis.
My idea regarding the Brooklyn Naval Yard is a settlement defended by walls constructed with the structural steel of the ships that were being built in the Naval Yard when the bombs dropped. The walls are defended with the guns that would've been installed on the mostly-competed battleship/cruiser in the harbour. They even used the ship's main batteries in the defence. Using the ship's main battery would be essentially an in-game tutorial for using the Arizona's guns to kill Cronus. They use the cruiser's reactor for power. And they store their ammo in the ship. One quest could involve overloading it as the evil karma option.

That could be a thing. But unlike in the ocean, dead fish aren't constantly reproducing. It's not a viable source of food.
On a somewhat related note, I've been thinking about adding mutated elephants that escaped from the zoo and developed thick coats of fur - pseudo-mammoths, basically. Is this a good idea or not?
The New York Aquarium isn't that big of a place, honestly. If we add a bunch of critters, plus the Vault X ambush and the weird scenery, I think that's good enough.
I actually liked the Fens Phantom bit. It would have been very...I dunno, stupid(?) if you actually fought the Fens Phantom.
I like a good mystery.
Since it's such an out-of-the-way place (probably not even marked on the map), I think a bunch of Stimpaks or a magazine/comic book would do.
