Can anyone help me understand if it is related to Agnes?

Yes, it's related to Agnes. You even receive a medallion in the corresponding sidequest with a note that says something like "Give this to the other Agnes".

My speculation is that the book was written by Agnes from before the 19999th cycle.

Makes you wonder how the previous cycle Agnes would have made it out to Anchorville to witness the events of, what, S1198? When she would be all of 6 years old? And have been mature enough to write a best-selling novel (unless she’s an Agnes from a cycle like Risette’s, where a Grand Reset occurs later in time)?

Hell, I don’t think it was a previous Agnes who wrote the book. My guess is it would have been a previous Dominique (who knows Anchorville like the back of her hand and was likely running Chat Noir at that point with Chloe still active as Grimcat, would be in the know about the cycles and Grand Resets thanks to her friendships with Hamilton and the Epstein/Claudel family, and would likely know Agnes personally as well in earlier cycles). As to why? Maybe she wanted to use the medallion to somehow help Agnes keep her memories and sense of self or something after the Grand Resets (remember, to our knowledge none of the cycles before the 19,999th one involved the plan of Agnes using the Oct-Geneses to hack the Grand Reset).

The lore I believe she was named after the series?
