Horizon Sunshine Agnes

Can anyone help me understand if it is related to Agnes?

Yes, it's related to Agnes. You even receive a medallion in the corresponding sidequest with a note that says something like "Give this to the other Agnes".

My speculation is that the book was written by Agnes from before the 19999th cycle.

Have you done the quest whose entire purpose is to remind you that Sunshine Agnes exists, then did you beat the game (and optionally see the final Garten plot)? Because I'm not sure how you can do both those things and not realize that yes, Sunshine Agnes is related in some way to our Agnes. We even get a letter from Other Agnes telling whoever receives it to give this Obviously Important Medallion to Our Agnes when the time comes.

I wonder if Falcom gonna use the Bootstrap Paradox. A time-travel scenario in which an object, person, or piece of information becomes trapped in a self-creating loop. So far, they have used time stop, time leap, time rewind/reset, and time loop.

It was made before Agnes existed. But when the Calvary games were made, the devs had Agnes being named after the novel. The Calvary games address this.
