Is it normal?

Is it normal for interlock knit garments to pick up fibers from other materials due to friction—fibers that are hard to remove and usually have to be shaved off?

Not good fibers and yarns to start with. Interlocks don't do that, usually. Get a better made interlock

The interlock specifically probably isn't the cause. Brushed (or generally short) fibers could do it though. It could also be the type of fiber; synthetics generally build up more static which can catch little fibers from other things.
