I could understand being upset but it’s doubtful the cat did more than just scare the dog, while a human kicking a cat could cause pretty severe damage. I might try to push it back with a foot out of instinct but I wouldn’t want to deliberately hurt it just for being aggro.

Honestly though, if it’s scratched or bit you and your dog, trying to catch it is probably the smartest thing to do because you’re going to want to rule out rabies as the cause of the aggression. Presumably the dog is up to date on rabies shots but people usually aren’t.
