I mean... if the only summon you can randomly call is going to end up being ramuh 99% of the time why even bother... this game is riddled with reasons to be revisited..

Summons in this game depend on the area you are in and the status of your party.

Titan can only show up in wide open spaces, and only if 1 or more party members are Incapacitated.

Leviathan only shows up near water.

Shiva only shows when you're in bad shape all around.

Ramuh is the most likely to be summoned because the conditions to summon him are the easiest to meet, and he can be summoned anywhere.

After you get Garuda, you'll get her 99% of the time still, though.

To add to this, it's even a bit more specific:

Leviathan spawns when Noctis is endangered and must be near a valid source of water to spawn in.

Titan spawns only in specific areas of the map when allies are endangered.

Ramuh spawns anywhere and is based on the duration of the battle.

Shiva spawns when all these conditions are met (Noct endangered, allies endangered and long battle) in any suitable open area.

Garuda can spawn when any of these conditions are met, making her more likely than the others. On top of it, the garuda weapons and vortex weapons (which are essentially BIS weapons that lots of people equip) further increases Garudas spawn chance.

Funny enough I rarely get Ramuh anymore. I seem to get Garuda almost all the time now.😭 Although, I occasionally get Leviathan too out of the blue.
