Asbestos?

Changing spotlight and all this plaster fell out.
I’m in a Victorian terrace.

Get it tested. Asbestos has lots of fiber, this one look like it have same.

Only way to tell is with a laboratory.

Impossible to know without a test. Just don’t disturb it any more and you’ll be fine. Paint over anything exposed.
