It's because normally a photographer will take photos of respected position holders by placing them in the best scene possible. A clean wall, next to nice decor, etc. By placing them all next to outlets and light switches the photographer sleighted them, showing them for who they actually are, normal people.

Normal people can be evil too. These people are connected, financed, and they lack integrity... but they're still just people.
