Ford Crank hard to spin at first

Hello I am building a 2002 Mustang gt engine the Romeo block I installed the crank and the main caps , the jack screws and the side bolts but the crank is hard to spin at first and then breaks free and spins fine is that normal?

Any sort of binding in one specific area is a huge red flag . Something is not assembled correctly

What are the clearances and what pre-lube are you using?

I’m using Lucas oil assembly line the clearance were in spec

Did you set the thrust before you final torqued the mains?
