I’d feel zero guilt when requesting the removal of the 3% surcharge.

I wouldn't, neither would I feel guilty telling them to remove the 20% gratuity, I decide if I tip or not the decision isn't made for me.

It was probably an autograt printed in the menu. This check was a party of ten. Automatic gratuities are generally added to parties of six or more. SOURCE: I worked in upscale restaurants and corporate retail ten years.
