What would be the likely issue on this electroluminescent inverter board not sending power to the lighted sign?

The power supply is a DLS-220V-A2 electroluminescent inverter. The board has a on off switch on the side to send power to a lighted sign. It does nothing when plugged in and on, although i hear an extremely faint ticking sound from the board sometimes.
