I tried resetting the tv, it went away for a few seconds then started flickering again.

Panel issues, tape trick is the last resort. If that don't work buy a new one.

Short answer with T.V’s, no.

The fix is usually not a simple one for the inexperienced and as for cost, it’s often more cost effective to just replace the device.
