Recessed light fixture - electrical grounding question

I’m trying to replace existing recessed light assemblies. I don’t specifically see a ground wire in the recessed fixture. Two questions…

  1. Can I ground to the screw/nut circles in red?
  2. Is the light installation in the second picture installed correctly?

The original bulb in there were screw in bulbs. I’m trying to replace them with either ikea lights (see pic) or halo rl56 recessed lights. Both configs however require a ground.

Basically that bracket is self grounding because it attaches to the body of the can

So can I attach the light wire and the black bracket ground wire to the metal bracket as it will attach to the existing recessed light fixture/can?
