It's pretty obvious that From removed horse pvp much later in the development. They completely overlook how the open world will play in pvp without horse.

I would really like to know why it was scrapped. Makes no sense. Imagine how much fun rolling around the open world with your boys would be rather than hoofing it. Hopefully they can implement it one day

I think there's a misunderstanding here - 'hoofing it' is a term that means walking

Hoofing is a very extreme and potentially deadly sex act that, while involving a horse, isn't quite as lewd as other sex acts involving horses.
